Xeptagon was founded in 2019 with a clear ambition: to use advanced technology to strengthen climate action, financial systems and transparent global governance. We began as a specialised engineering and research team supporting complex fintech and digital-governance engagements led by professors from globally recognised institutions, including the National University of Singapore (NUS) and The University of Hong Kong (HKU). From the outset, our approach combined academic rigour, market knowledge and practical engineering.
As demand grew for trusted, institution-grade digital systems, Xeptagon evolved into an integrated climate technology and advisory company. Today, our work brings together consultancy, market and governance design, trading infrastructure, data platforms and advanced software development. We deliver national carbon registries, Article 6 systems, climate-transparency platforms, environmental markets, climate-finance systems and public-sector governance solutions.

Prof. Tuan Q. Phan is a Co-Founder and Advisor to Xeptagon, bringing deep expertise in fintech, digital business, e-commerce, social media, technology and consumer behaviour. He is currently an Associate Professor at HKU Business School and previously served as an Associate Professor at the National University of Singapore (NUS).
Tuan received his doctorate from Harvard Business School and completed his undergraduate studies at MIT. His work combines academic research with practical industry experience, including consulting engagements with major organisations such as Singapore Airlines, Changi Airport, Alibaba and Singtel.
Dr. Sapumal Ahangama leads Xeptagon’s work in climate finance, carbon markets, fintech and digital governance. He also serves as a Developer Consultant to UNDP Headquarters in New York and advises Sri Lanka, Vietnam, Zimbabwe and Namibia on carbon registries, trading systems and Article 6 mechanisms.
He holds a PhD in Data Science from the National University of Singapore and has conducted research with the National Institute of Informatics in Tokyo. Before completing his doctorate, he worked as a Specialist Engineer at LSEG Technology, developing clearing systems for global capital markets. He brings more than 15 years of experience across data science, artificial intelligence, fintech and climate technology.
Palinda Attanayake is a Co-Founder and CEO of Xeptagon with more than 15 years of experience across FinTech, exchange technology, blockchain and distributed systems. Prior to Xeptagon, he worked at LSEG Technology, where he contributed to the development of high-performance, low-latency trading and exchange infrastructure for global capital markets.
At Xeptagon, Palinda leads technology strategy and large-scale platform delivery across climate finance, carbon markets and digital infrastructure. He has also consulted for UNDP and collaborated with leading universities, with particular expertise in scalable distributed architectures, blockchain-based systems and secure digital identity.
Irandi Panditha is a Co-Founder of Xeptagon with more than 13 years of experience across actuarial consulting, InsurTech, FinTech and business operations. She supports Xeptagon’s delivery, operational management and client engagements across complex financial and technology projects.
Prior to Xeptagon, Irandi worked as an Actuarial Consultant at NMG Consulting, specialising in valuations, capital projections, analytics and product pricing. Her background combines quantitative analysis, financial services experience and operational execution, helping bridge commercial, technical and delivery requirements across Xeptagon’s projects.
We are a friendly, ambitious and globally distributed team operating from Colombo, Hong Kong and Nairobi, bringing together expertise in climate consulting, market design, trading operations and advanced system development. Xeptagon has been awarded the contract to develop the National Carbon Registry for the Government of Zimbabwe. The implementation of the Registry is done with the UNDP Country Office. The registry will track issued carbon credits, enabling Zimbabwe to trade carbon credits more effectively while assisting in securing finance for climate change mitigation activities.
